Codes & Zoning Enforcement

The Borough of Mechanicsburg has a full-time Codes and Zoning Department. The Codes and Zoning Department of the Borough collects, processes and issues all Building, Zoning Permits and Historic Architectural Review Board Applications. This department is also responsible for the enforcement of the Residential Rental Inspection Ordinance.

ZONING PERMITS

Zoning permits are required for all change of uses at a property, adding space to an existing structure or adding fences or accessory structures.  Zoning permits are also required for changes to the hardscape coverage on your property.

BUILDING PERMITS

Building Permits are required for owners or authorized agents who intend to construct, enlarge, alter, repair, move, demolish or change the occupancy of a commercial or residential building, structure and facility or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical, or plumbing equipment or system in the Mechanicsburg Borough. If an emergency repair is required outside of the normal operating hours of the Borough the work can proceed, but the next day that the Borough office is open a Building Permit shall be filed, examples of emergency repairs- roof leak, plumbing leak, appliance replacement, etc. Whether property owner or a contractor will be performing the work, the property owner is responsible for securing the permit.

Note: An emergency repair is only one that would negatively impact the safety or health of a buildings occupants or the general public and absolutely cannot wait until the Borough office is open in order to file the permit.

Failure to obtain proper permitting before work commences will result in citations being filed against the property owner and/or the builder. The fines for working without a building permit are a maximum of $1,000.00 per day that the violation exists and up to 30 days imprisonment. The Building Code is in place to protect our residents and violators of this Code will be cited.

HISTORIC ARCHITECTURAL REVIEW BOARD
In order to maintain historical value of the town a Historical Architectural Review Board (HARB) was created to maximize efforts to retain original features of our historical buildings.  As a result, areas of the town were set apart as “Historical” which require an additional level of review when new work is being proposed to the outside of the structure. 
The Codes Department can help guide you during the planning process. We ask that residents contact the Borough Codes Department to verify the property is in the Historic District to make sure your project proceeds without delay and is in compliance with the Borough Codified Ordinance.
